The Qualified Electronic Time Stamp provides throughout the EU the presumption of accuracy of the date and time indicated and the integrity of the data to which it is linked to that date and time. The issuers of these instruments, rely on an accurate time source, which must be linked to Coordinated Universal Time (UTC).
From a functional point of view, a qualified electronic time stamp is a type of electronic form time certification that links any type of electronic data to a particular time evidencing that this data existed at that time.
NOTE: A Trusted Service Provider (TSP) that provides time-stamping services to the public is called a Time Stamping Authority (TSA).
A TSA has overall responsibility for the provision of its time-stamping services. Each time stamp must identify the TSA responsible for its issuance through its signature.
